No, for most models, both sensors should not be green for the system to function correctly. While each model is different, most will show a green light only on the receiver sensor.

No, for most models, both sensors will not be green. Only the receiving sensor (the one receiving the signal to function) will be a steady green. 

The transmitting sensor (the one sending the signal) will either have no light at all or will be yellow or red. Each color and activity will communicate something different, depending on the model.
